Jeff Green Gives Insight on DoD’s Proposed Defense Production Act Funding Boost

Jeff Green offered his thoughts to Joe Gould of Defense News regarding the DoD’s proposal to raise spending limits under the Defense Production Act (DPA). The legislative suggestion, submitted to Congress for it to consider including in the National Defense Authorization Act for Fiscal Year 2021, would allow DoD to spend up to $350 million to address each of the five rare earths supply chain shortfalls identified by the Presidential Determinations issued last summer. Clean Up the Critical Rare Earth Supply Chain

​​The U.S. government should show leadership and make a deliberate choice to encourage more responsible rare earth sourcing. There are technologies and mine sites in the United States and other environmentally responsible countries that are worth investigating and developing if they will reduce the damage associated with current methods of rare earth production. Consumers should be willing to pay a slight premium to incentivize this investment. The U.S. military, which spends relative pennies on rare earth materials per year, should certainly be interested in solutions that not only reduce environmental damage but also reduce Chinese leverage on U.S. national security. ​Recently there have been stirrings of interest in repatriating rare earth production to the United States. The U.S. military has become acutely aware of its dependence on China, due in part to belligerent Chinese threats to cut rare earth exports. American companies, too, are realizing how dependent they are on this single supplier, a country that is becoming more expensive to work with as trade tensions rise. However, those in the private sector know all too well how difficult it is for companies to take proactive supply chain steps. As Concern Over Critical Minerals Grows, U.S. Must Step Up
