Andrew Hevener

Deputy Legislative Director

Andrew serves as the Deputy Legislative Director of J.A. Green & Company. In this capacity, Andrew oversees the firm's policy team and holds a leadership role in advancing legislative and policy initiatives. Andrew supports a broad range of client-facing efforts, including government relations, strategic planning, and business development.

With a focus on Strategic Forces and Venture Capital, Andrew provides nuanced assessments of how emerging policy and current events impact the defense industrial base, the federal budget, and client objectives. He is responsible for authoring a wide array of written products, including issue briefs, white papers, op-eds, policy alerts, and advocacy materials tailored for congressional, defense, and industry audiences.

Andrew began his J.A. Green & Company tenure as a defense lobbying intern and subsequently served as a research associate and policy analyst. In these roles, he contributed to legislative tracking, policy analysis, and the development of advocacy strategies that informed client engagements across the Legislative and Executive Branches.

A native of Raleigh, North Carolina, Andrew earned a B.A. in Government from Cornell University, with a concertation in American Politics and minors in both Public Policy and Law. At Cornell, he was a member of the men's varsity soccer team and served as a teaching assistant for Dr. Park Doing's course, "Ethics of Autonomous Intelligent Systems."
