LTG (Ret.) Paul Ostrowski

Executive Vice President, Government Programs

Lieutenant General (Retired) Paul Ostrowski is the Executive Vice President of Defense Programs at J. A. Green and Company. LTG (Ret.) Ostrowski most recently served as the Deputy Chief Operating Officer and Director of Supply, Production, and Distribution for Operation Warp Speed/Countermeasures Acceleration Group under the Trump and Biden administrations, where he oversaw the distribution of over 300 million COVID-19 vaccine doses to states across the nation during an unprecedented global pandemic. He also served as the Army’s top uniformed acquisition official as well as both a Program Executive Officer and as Deputy Commanding General for the Combined Security Assistance Command, Afghanistan, providing key acquisition expertise in International Security Assistance.
 
LTG (Ret.) Ostrowski holds over 36 years of experience in the U.S. Army, including 25 years in acquisition, operational, and joint assignments. He has had significant influence on the development and execution of research, development, test, and evaluation (RDT&E) efforts and procurement programs and has successfully led teams in high-pressure situations. As the Principal Military Deputy to the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA (ALT)), LTG (Ret.) Ostrowski led a staff of nearly 40,000 personnel with 720 acquisition programs and a portfolio of $36 billion while overseeing all the Army’s acquisition workforce.
 
LTG (Ret.) Ostrowski’s acquisition and RDT&E experience also includes the following positions:

• Director of the Army Acquisition Corps; Principal Military Deputy ASA (ALT);
• Deputy Commanding General for Support, Combined Security Transition Command in Afghanistan;
• Deputy for Acquisition and Systems Management, Office of the ASA (ALT) in Washington, D.C.;
• Assistant Deputy for Acquisition and Systems Management, Office of the ASA (ALT);
• Executive Officer to the Commander, United States Special Operations Command (USSOCOM); and
• Director for Operational Test and Evaluation, and PEO for Special Programs, USSOCOM.

 
Additionally, LTG (Ret.) Ostrowski has served as a Legislative Fellow; Project Leader for the Rapid Equipping Force in Washington D.C. and Iraq during Operation Iraqi Freedom (2001 to 2003); and Company Grade Officer across several positions in Joint Special Operations, Special Forces, and Infantry assignments.
 
LTG (Ret.) Ostrowski holds a B.A. in Geography from the United States Military Academy (1985), a M.S. in Systems Acquisition Management from the Naval Postgraduate School (1996), and a M.S. in National Resource Strategy from the National Defense University’s Industrial College of the Armed Forces (2006). He’s also a graduate of the Joint and Combined Warfighting School at the Joint Forces Staff College (2000).

LTG (Ret.) Ostrowski has one son, Brandon, who serves as a Border Patrol Agent in Yuma, AZ.
