Shannon L. Green currently serves as Senior Vice President of Government Affairs for J.A. Green & Company. In this role, she represents clients before congressional stakeholders, executive branch departments and agencies, and independent regulatory bodies. She specializes in the defense authorization and appropriations process and strives to link company goals with relevant legislation.
Shannon most recently served for eight years in the U.S. House of Representatives as senior counselor and professional staff member. As Staff Director for the Intelligence and Special Operations Subcommittee of the Armed Services Committee (previously the Emerging Threats and Capabilities Subcommittee), Shannon was responsible for drafting and negotiating legislation and authorizing more than $55 billion annually for the National Defense Authorization Act, including policies and programs related to national and military intelligence, counterproliferation, countering weapons of mass destruction, the Department of Defense Chemical and Biological Defense Program, Special Operations Forces, counterterrorism, and sensitive military activities. Prior to joining the House Armed Services Committee, Shannon served as Senior Investigative Counsel for the House Permanent Select Committee on Intelligence where she conducted high profile and sensitive investigations. Shannon oversaw intelligence and counterintelligence components of the Federal Bureau of Investigation and the Drug Enforcement Agency, and developed legislative text for the annual Intelligence Authorization Act. Prior to working in the legislative branch, Shannon served as a Judge Advocate in the U.S. Marine Corps where she deployed worldwide in roles focused on international and operational law. Shannon studied international human rights law at Oxford University and holds a B.A. from the University of California, Santa Barbara, M.S. from the University of Maryland, and J.D. from the University of Memphis. Additionally, Shannon serves as a Non-Resident Senior Advisor at the Council on Strategic Risks and previously served as an adjunct professor in the Graduate School of Political Management at George Washington University. |
