Lieutenant General (Retired), U.S. Army, Karl Gingrich is an accomplished
senior defense program executive, known for his deep skills in analysis, leveraging technology and communicating with clarity with all stakeholders, internal and external, whether business, operations or technology, at any level. He has successfully led large organizations to outstanding results, honing his business acumen and technical management skills. Karl’s collaborative leadership and engineering-infused expertise have been consistently sought after to solve many of the Army’s most complex and challenging enterprise-wide problems. He drives toward program excellence from start to finish, introducing smart innovation and tech solutions, while creating a shared enterprise vision, strategy and tactics. Karl draws on superb interpersonal and communication skills to build resilient, highperforming teams whose actions are directed by a strong sense of values and ethical behavior. In his final role as Deputy Chief of Staff for Programs (G-8) at U.S. Army Headquarters in the Pentagon, he led 3 directorates and a 380-person staff with a $190M budget to oversee the building and programming of the Army’s 5-year financial plan, annually averaging $185B. As principal advisor to senior leadership, Karl led the development of the five-year Army equipment and modernization funding plan, averaging $40B, by optimizing resource allocation across multiple factors. Karl served in several high-profile positions in the Army, achieving significant impacts rooted in his skills as an innovative problem-solver and agile thinker. As the Assistant Program Executive Officer (PEO) for the Army’s $3B Command, Control, Communication – Tactical Program at Aberdeen Proving Grounds, he created crossfunctional teams to address systemic readiness issues across all programs, resulting in 10%-15% higher readiness rates of network and command and control equipment. As the Director, Capability and Resource Integration, U.S. Cyber Command at Fort Meade, he oversaw all resource management, including the 5-year financial plan and budget execution. Known for using data-driven decision-making and outstanding ability to communicate at all levels, he meets or exceeds customer requirements through process improvement and business analytics from vision to delivery. Karl successfully cultivates the talents of others and collaborates cross-functionally to catalyze success. In early 2026, he looks forward to taking his defense executive expertise to the private sector defense industry, where he can use his ability to leverage technology, solve complex problems and integrate where business, technology and operations connect, offering value as a trusted navigator of complex defense processes. Karl holds a B.S. in Civil Engineering from Temple University, a M.S. in National Resource Strategy from the Industrial College of the Armed Forces and M.S. in Industrial Engineering from the University of Louisville. He earned a Certificate of Public Leadership from the University of St. Louis, Brookings Institution.
