Bill Hepworth is an Executive Vice President of Defense Programs at J.A. Green & Company, bringing over three decades of leadership in defense acquisition, digital transformation, and enterprise information technology. As a Executive Vice President, he leverages his extensive background in managing large-scale Army programs to provide high-level guidance on defense industrial base policy and acquisition strategy.
Prior to entering the private sector, Bill was appointed to the position of Program Executive Officer for PEO Enterprise (formerly PEO EIS) at Fort Belvoir, Virginia. In this capacity, he functioned as the "CEO" of a massive global enterprise, overseeing a diverse portfolio of more than 40 program offices and 70+ acquisition programs. He was responsible for the modernization and sustainment of the Army’s core business systems, including finance, logistics, human resources, force management and data analytics. Under his leadership, the organization managed a peak annual budget exceeding $3 billion and a specialized workforce of over 3,000 military, civilian, and contractor professionals, delivering critical capabilities to every corner of the Department of Defense. Bill drove the organizational transition to rapid, soldier centered, and agile development, digital transformation, and played a major role in the acquisition and contracting overhaul to accelerate acquisition from years to months. Before his appointment as PEO, Bill served as the Deputy Program Executive Officer at PEO Enterprise, where he was instrumental in driving the Army’s transition to agile software development and cloud-native environments. His career is marked by a consistent focus on business process reengineering and ensuring that the Soldier at the "tactical edge" is supported by a seamless, modern digital backbone. His tenure at PEO Enterprise was defined by a shift toward managing the organization as a complete business entity, prioritizing fiscal accountability, streamlined procurement, and rapid delivery of enterprise-wide IT solutions. Prior to that, Bill has over 20 years of industry experience including 11 years with Booz Allen Hamilton, 6 years at Tetra Tech and 3 years at Octo (an IBM Company). During his career Bill led numerous major and impactful initiatives such as eMASS & DIACAP policy development, Army Material Command Enterprise Portal, and the PEO EIS run PM AcqBusiness (over 80 systems). Bill holds an Executive MBA from the College of William & Mary and a Bachelor of Science in Computer Information Systems from Strayer University. He is a highly decorated acquisition professional with deep expertise in navigating the complexities of the federal procurement system and fostering collaboration between government and industry partners. |
