Tina Burnette of Burnette Associates, LLC specializes in federal government acquisition and program management assisting industry with developing competitive strategies.   Ms. Burnette has 20 years of federal acquisition experience leading programs for a variety of Government agencies and was a member of the senior executive service.  She was previously the Director of Acquisition at Federal Emergency Management Agency Department of Homeland Security where she was responsible for improving FEMA Acquisition after Katrina/Rita. In this role, she manages the acquisitions awarded in support of its operational mission, conducts oversight of programs, and manages the A-76 competitive sourcing program.   

Ms. Burnette also served as the GSA Deputy Assistant Commissioner for Commercial Acquisitions, Federal Supply Service leading a team of 500 professionals.  In this role she managed the GSA Schedules program, the government-wide acquisition contracts (GWACs), and the government-wide SmartPay credit card program.   Prior to coming to GSA, Ms. Burnette was the Program Manager and the Head of the Contracting Office for the Commerce Information Technology Solutions (COMMITS) in the Office of Acquisition Management for the Department of Commerce.  This office oversees the management and operation of the only government-wide acquisition contract for information technology services set-aside exclusively for small, disadvantaged, and women-owned businesses and was responsible for implementing the SMARTCard Technology within the Department of Commerce. 

Ms. Burnette previously worked for the National Oceanic and Atmospheric Administration (NOAA), where she was the Team Leader on the Advanced Weather Interactive Processing Systems (AWIPS), which supported the modernization of the weather satellite communication systems valued at $1.0 B.   Prior to coming to the Department of Commerce, Ms. Burnette served in the Department of Defense as a Contract Specialist at the On-Site Inspection Agency.  This Agency is responsible for the implementation of various arms control treaties and agreements. 

Ms. Burnette was the team leader for an interagency forum responsible for developing a performance-based services acquisition guide called the Seven Steps to Performance-Based Acquisition.  She frequently speaks at conferences on performance-based contracting methodologies.

Ms. Burnette holds a Bachelor of Science Degree from the University of Maryland, College Park and a Master of Science Administration Degree with specialization in Contracts and Procurement from the University of Maryland.   She is a graduate of the Industry Advisory Council’s Partners Program, Defense Departments Executive Leadership Development Program, and the Federal Executive Institute.  She was also a finalist of the Women In Technology Government Leadership Award.
